Some risks, such as extreme heat or rising sea levels, cannot be mitigated upstream as the trends are already set. Similarly, startups addressing flood risks focus not on responding to events after they occur but on preparing for future ones by enhancing the resilience of the affected areas.

Investors are becoming more aware of the opportunities in funding initiatives that address the risks and impacts of climate change. While there is a general consensus on what qualifies as climate mitigation finance, the criteria for climate adaptation finance and how to evaluate its impact are less clearly defined.

An investment qualifies as climate A&R finance if it significantly contributes to prevent or reduce the risks and negative effects of current and future climate hazards on people, ecosystems, assets, or economic activities.
